Representative Phillips moved and asked unanimous consent that the             
following committee substitute be adopted in lieu of the original bill:        
                                                                               
CS FOR HOUSE BILL NO. 370(FIN)                                                
"An Act making appropriations for the operating and loan program              
expenses of state government and to capitalize funds; making                   
appropriations under art. IX, sec. 17(c), of the Constitution of the           
State of Alaska, from the constitutional budget reserve fund; and              
providing for an effective date."                                              
                                                                               
Representative Ulmer objected and withdrew the objection.                      
                                                                               
Representative Navarre objected.                                               
                                                                               
The question being:  "Shall CSHB 370(FIN) be adopted in lieu of the

Representative Navarre rose to a point of order stating that debate            
should begin after action on amendments.                                       
                                                                               
The Speaker ruled that information on process would be allowed.                
                                                                               
Representative Willis moved and asked unanimous consent that he be             
allowed to abstain from voting due to a potential conflict of interest.        
Objection was heard, and Representative Willis was required to vote.
